Roles and Functions of IRS Officer | UPSC CSE

The Indian Revenue Service(IRS) is the largest central service. It is also one of the most important services in the country because it is concerned with the collection of revenue in India. So today we will discuss in detail the roles and functions of an IRS officer.

The IRS officer’s role is to implement the direct taxes laws through the Income Tax Department. With 75,000 employees across 550 locations in every district, the IT Department is one of the largest government departments in India.

1. The Role of an IRS Officer is to collect taxes. It is an important function of the officer to ensure that the tax collection is done properly and regularly. IRS Officers also take part as investigators and prosecutors.

2. An IRS Officer has to fight against black money. They also have to negotiate the international agreement with other tax jurisdictions as well.

3. IRS officers are trained at the National Academy of Direct Taxes at Nagpur. With intense training of sixteen months specially designed on the modules like taxation, accounting, public finances, and office procedures which will help the aspirants to understand the work procedure. They are also sent to various field offices and organizations across India to know how the work is done practically.

4. IRS Officers are meant to be the experts in the matters of taxation. They are recruited by various agencies like CBI, R&AW, and IB.

5. IRS officers also get an opportunity for overseas posting.

6. An IRS Officer is expected to manage policy issues in the tax evasion investigations through letters and phone conversations. An IRS officer ensures that the funds owing to the government are properly billed and received or not.

7. The IRS officers take up indirect tax policy department and revisions through the Central Board of Direct Taxes.

8. An IRS Officer can impose a fee on bank accounts, salary, and subcontractor earnings as well.

9. Can seize the real estate works, vehicles, and business work as well.

The pay scale of the IRS Officers is different for different designations.

∙ For the principal chief commissioner of Income Tax- Rs 80,000

∙ Chief Commissioner of Income Tax- Rs 75,500-80,000

∙ Principal Commissioner of Income Tax- Rs 67,000-79,000

∙ Commissioner of Income Tax- Rs 37,400- 67,000 and also grade pay of 10,000rupees

The work of an IRS Officer is challenging because of the negotiation work and they have to work towards making India free from black money.
